After you file
When you were in the File section of the program on Step 1, you were shown the Order Summary. If you disagreed with the cost, why did you continue and pay for the account fee?
You could have removed any option shown and you could have also cleared the tax return and started over with a lower priced edition or you could have used another service.

You will have to contact TurboTax support for assistance with this problem. Use the key words Billing Issue
