Not sure why you are asking to downgrade when amending. There is no fee to amend your return unless the change you are making to your return requires a higher version of the software. If, for instance, you used online Deluxe but amended to add self-employment income that requires a Schedule C, then you have to upgrade to Premium in order to amend. Or if you used the Free Edition and when you amended you added some sort of income that required a higher version, you do have to pay the extra fee.
And...if you are using desktop download software, every version of desktop has all the forms and all the schedules, so there would be no requirement to upgrade (or downgrade).
