Many state forms are not yet ready, so most state returns cannot be e-filed yet. And .... a state e-file cannot be accepted until the IRS accepts your federal return, so now you will have to wait until the IRS opens and begins to accept federal e-files on January 29. If your federal return is accepted in late January, you can try after that to e-file the state.
