As noted by @JulieS you can amend your CO state return (steps extracted below). Once you have started the amend process (step 7 below) you will need to navigate back to the "Other Situations" page (step 5 below) and find the "Sales Tax Refund" topic to claim the rebate.
- Sign in to your TurboTax account.
- Select Add State.
- Select State Taxes, then Your State Returns.
- Select Edit to the right of Colorado.
- On the screen, Your 2023 Colorado taxes are ready for us to check, select Edit to the right of Other situations.
- Select Start to the right of Amend a Tax Return.
- Follow the on-screen directions to complete your state amendment.
