The TurboTax program should have given you the options on how to pay the federal income taxes owed before you e-filed your tax return. The state refund is not sent by the IRS, but by your state tax agency.
The federal income taxes owed must be paid on or before April 15, 2015 so you do not incur a late payment penalty.
