After you file
Sounds like you are in the Online web version and not the Desktop program. Did you get the program installed and activated with the 16 digit License Code? Are you on Windows or Mac?
Are you on the same computer that you did 2022 on? You should not Transfer from the pdf. The pdf only transfers basic info like your name, address, ssn and AGI. You really need the data file ending in .tax2022. It should be in your Documents in a Turbo Tax folder. Or search your computer for all files ending in .tax or .tax2022.
Here's an idea. Do you still have 2022 installed? Try opening 2022 program and see if you can get your 2022 return to show up in it. Go to FILE - OPEN. Then save it again with a name and place you can find. Go to File - Save As. Then start a new 2023 return and transfer from the 2022 file. Don't export it. Just go up to File-Save or Save As.
You said you used the 2022 Premier Online version but then said you used the download version for 2021 and 2022. Which is it? Online is not the same as the Desktop download.
