Your post is more of a rant---and does not include some pertinent details, which leaves us to our best guesses as to the issue. Did you choose to pay your TurboTax fees from your federal refund? And was the refund you received less than the amount you expected?
When you choose "refund processing" your refund goes from the IRS to the third party bank. The third party bank takes out your TurboTax fees, takes out its $40 refund processing fee ($45 in CA) and sends the rest of the federal refund to your account. The third party bank does not handle your state refund at all. The state refund is sent to you separately by your state.
If your refund --- minus all the fees--- is less than you expected----first you need to determine if the IRS reduced your refund for back taxes, child support, spousal support, etc. because when the IRS reduces your refund it takes them a few weeks to send you the letter that explains why your refund was reduced.
