After you file
It is best to wait to see if your return is accepted or rejected. If it has been accepted, you should wait until your return is processed before making any changes. It is possible that the IRS will catch the missing SSA 1099 and send you a letter telling you that you owe them instead of processing the refund. It is also possible that they will not catch it. If they don't catch it and process the refund for $190, you will actually need to send them $305 back (the refund plus the $115)
So basically, hold tight until your return is processed. Then if need be you can amend your return.
