1) The law hasn't passed...it passed a "Committe", not full congress, nor President.
2) It will take a month....or months... after it's passed (IF it is eventually passed) , for the IRS to let everyone know how it is to be handled....and they have to reprogram their own computers too.
3) Most likely, for those who filed before it was finalized...the IRS computers would know what you filed, and they would likely just send an extra check out, or direct deposit, to those who were eligible (Just My Guess).
