A 2023 tax return cannot be e-filed at this time so the refund advance request cannot be completed. You need to wait for e-filing to start on 01/04/2024. Then you will need to wait for the IRS to either Accept or Reject your tax return after the IRS opens their system to receiving e-filed returns, sometime in mid to late January.
