Ohio has a complicated system of city, local and school district taxes.   You really have to do some of your own homework to understand what you are doing with local tax in Ohio.   If your employer is withholding city tax from your paychecks because you work in a locality with an income tax, usually they withhold exactly what you had to pay, so you will not get a refund.   But sometimes --- aside from the tax for the locality where you work, you live in a different taxing area and need to file there, too.   Getting a refund of city tax withheld is unlikely----but you will have to make sure you are taking care of filing in the local areas where you might owe so that you do not get a nasty surprise tax bill later.
