If your employer is withholding city tax from your paychecks because you work in a locality with an income tax, usually they withhold exactly what you had to pay, so you will not get a refund. But sometimes --- aside from the tax for the locality where you work, you live in a different taxing area and need to file there, too. Getting a refund of city tax withheld is unlikely----but you will have to make sure you are taking care of filing in the local areas where you might owe so that you do not get a nasty surprise tax bill later.
