After you file
e-File fees for state:
1) If "Desktop" software was used...e-file fee for state is $20, or $25 (or free for NY state)
2) If "Online" software, the fee is to prepare the state tax return, usually $40-$45-$50...no extra e-file fee.
If you are getting the 2021 PDF file from an "Online" account, that means you prepared yoru 2021 taxes using the "Online" software, and just because you are charged for using the IL software, doesn't mean you actually e-filed it.

Now....possible historical hang-ups. One year (maybe it was for 2021 taxes filed in 2022), I seem to recall there was an early hang-up with e-filing IL tax forms, and the users had to come back later and re-e-file their IL forms due to some TTX computer connection problem with IL, or maybe a computer hangup at IL itself (don't recall exactly who caused the problem, but thought it was the IL computers....I could be wrong).
Anyhow, if they don't have your 2021 IL forms, then you need to submit them to IL now using whatever process IL Tax DOR requires.
