If it is deductible you enter it on the federal side, then it will flow to the state return. Or will reduce the federal AGI to start CA.
Can deduct if it was started before 2019.

Go to
Federal
Deductions and Credits
Then scroll way down to Other Deductions and Credits
Alimony Paid - Click the Start or Update button
