Most likely you have a state return in the tax file you are trying to open ... so you need to :
1) download the program
2) update the program
3) start a fake return ... enter just enough fake info to get to the point where you can download the state program
4) install the state program and run updates again
5) close fake return and try opening the real return needing amending
