After you file
And.....TurboTax does not have an "assistant so helper thingy" that would ever say your refund has been issued. TurboTax never knows if your refund has been issued by the IRS or state. Neither the IRS nor your state ever share any information with TurboTax after you file your tax return. TurboTax only gives you an estimated date for your refund based on the average amount of processing time by the IRS. If you did file your tax return, you need to track it on the refund sites.
If it turns out that you did not e-file successfully, then you can still e-file it up to mid-October, or you can print, sign and mail it in.
