NO ONE on this public internet forum can help you with your situation ... if the IRS released the entire expected federal refund to the processing bank but they did not release all of the refund after the fees were paid then you have to take this up with the processing bank.

FYI ... little known facts hidden in the fine print of the contract you signed with the processing bank:
1) if you took out a refund advance with any of the processing banks/tax prep companies, that loan amount (plus any fees/interest) will be paid off to that entity on your behalf.
2) if you have outstanding loans or negative account balances on other bank accounts or Credit/Debit cards then the processing bank can and will collect to satisfy those debts as well.
