When doing an amended return, the meter is reset to zero and may show odd numbers until all of your changes are entered. When you're finished with your changes, the refund meter shows any additional amount owed or refunded to you. This amount is in addition to your original payment or refund shown on your originally filed tax return. 

But, the IRS has stated they will not start accepting e-filed returns until January 29, 2018. If the IRS has not accepted your return yet, you are not able to amend it. If you e-filed your return already, you will need to wait until they accept it, process and you get your refund before you amend it. Then you will need to print and mail it. Amended returns can't be e-filed. If they reject, you can just make changes and re-submit it.

You'll then be able to click that year and get instructions to amend. And instructions will be available in late January or early February 2018.
