After you file
Yes, having income from only social security would prevent you from getting the CTC. If you do not have earned income, then you are not eligible for the Child Tax Credit or Additional Child Tax Credit. The rules for 2021 were different than other years, but in all other years, you do have to have income from working to get the credit.
