After you file
TurboTax is correct. You do not subtract a voluntary donation to a state program. You chose to give a portion of your refund to the state fund. It’s the same as if you received your refund and gave part of it to a charitable organization like the Red Cross or Salvation Army.
The state gave you a refund. You donated a portion. That does not change the original amount of your refund or count as a subtraction from your refund.
