After you file

They normally don't ask for those forms, unless the withholding shown on lines 25a,b,c of your form 1040,  didn't match what's in their system. 

 

BUT...It's also possible that:

a)  the separate withholding data/reports they got from whoever actually did the withholding, did not match what you reported.

b)...or perhaps one of those providers sent in a different withholding $$ amount, than what they showed you.

c).....or one of those doing the withholding hasn't sent in their withholding $$ yet.

d)....or the withholding was sent in, but attached to the wrong SSN.

e) I've heard this has happened to folks who have added a LOT of extra withholding to one of their distributions, such that it goes over a certain % of the total distribution  (one person even had withholding on one 1099-R almost match the entire distribution.....supposedly to cover other extra income they had.....but the IRS got suspicous)

f)....or maybe you just got hit with an entirely random request....where they are just checking up on you.
