That is incorrect. Dependents were not ever eligible to receive stimulus checks for themselves. But the person who CLAIMED the dependent could get the stimulus check (aka recovery rebate credit) for the dependent that they claimed. So if your relative can claim your aunt for 2021 , they should also be able to get the $1400 for claiming her.
The 3rd stimulus check was $1400 per person---so $1400 for each spouse on a joint return, and $1400 for each dependent claimed on the 2021 tax return. Of course---they cannot get it twice, so if $1400 per person was sent to them they cannot get it again for themselves.
