After you file
The federal Bureau of Fiscal Services is headquartered in our nation's capital city, Washington, D.C. Your federal refund was offset for some sort of debt you owed---you have not mentioned whether the debt was back taxes, child support, etc. The IRS will be sending you a letter in several weeks that explains to you what happened to your federal refund. If you owe something in your own state such as child support, the Bureau will end up sending your refund to the appropriate agency in your state that takes care of child support.

TurboTax does not receive feedback from the IRS regarding money that was offset from your refund. If you owed back taxes or child support, you will receive a letter of explanation from the IRS in several weeks. The WMR site will contain a message regarding your offset.
