Prior to the 50 state AG setttlement with Intuit, the Federal Trade Commission sued Intuit over the "free" campaign.
It appears Intuit and the FTC are still arguing over whether or not what Intuit agreed to with the 50 States also satisfies what the FTC charged Intuit with. I think what is happening (I am not a lawyer) is Intuit is saying that what they agreed to with the Attorney General (and that is beyond the money settlement, it has to do with advertising going forward and what is 'free') is 'good enough' to satisfy what the FTC wanted prior to the 50 State AG Settlement, but the FTC is sayimg, "nope it is not good enough. Intuit has to agree to what we want".
The FTC will be in court in March, 2023 over this matter with Intuit per the link above.
That may be holding up the distribution of the money. I am not sure.
