I don't know where it is free to efile NJ, Maybe directly on the NJ website.   But in Turbo Tax only New York is free to efile from the Desktop program.

Or are you talking about the Online web browser version?  In the Online versions it is free to efile all federal and state returns.  The online fees are to prepare the federal and state returns whether you efile or print and mail.
