If you elected to pay your fees with your refund, then you would need to contact TPG as they are the one who would be handling your refund. You can also check out this TPG Help Article to check on your refund.
If you did not pay your fees with your refund, then you will need to contact the IRS to inquire about your reduced refund. Please see How do I contact the Internal Revenue Service (IRS)? for more information, including the IRS phone number and hours of operation. You may want to try calling right when they open since they have been very busy throughout the day.
