I need a contact number. I don't agree with sitting and waiting. I need a solid explanation and not a generic answer. I only received half of the promised amount. I payed for the Turbo Tax service at the time of completion so there should be 0 feeds deducted after and the fee is less than $200 not thousands.

It's not clear "whom" you need to contact first since we don't know your situation. So start with TurboTax Support, and they can question you in realtime.

So you paid upfront with credit/debit card? If you did not pay any fees out of your Federal refund, and did not have a refund advance loan, then the Federal refund should not go through an intermediary bank. In that situation (no fees or loan to subtract), a refund deposit would go directly from the IRS to one's bank account (or card). In that case, if it was the IRS that reduced your refund, they should send you a letter in about 3 weeks explaining why and what recourse you have if you disagree. We can also tell you steps on how to phone the IRS, if desired, to try to reach a live IRS agent, which is not easy.
Before phoning the IRS, however, check this:
When you look at the IRS "Where's My Refund" tool, does it say they are sending less than you expected?
