After you file
Your example is unclear. I read your example as saying your were on an F1 and H1B visa ONLY in 2021 and you had nonexempt days in 2019 and 2020.
Regardless, as Tax Expert @DaveF1006 said, you have no non-exempt days for 2021 (you need 31 to qualify for substantial presence) so you would file as a nonresident.
