Did you owe child support---that is a possible "non-IRS debt." TurboTax does not know why the IRS reduced your refund. A non-IRS debt could also be state tax you owed that was offset from your federal refund.
TurboTax never knows about offsets to your refund. The IRS does not tell TurboTax anything after you file your tax return.
You will have to wait for the IRS to send you a more detailed letter that specifies the debt they paid.
