Do you mean that it was on line 30 of your tax return but you did not get it when you received your refund? If the IRS reduced your refund they will send you a letter. Lots of people kind of "forgot" that they already received it and put it on their tax return again. When that happens the IRS takes it away since you cannot get it twice.
