Probably not...but depends on what you are indicating....not clear where your $9613 is coming from
The Max SS withholding for all of ONE person's W-2 forms is $8853.60 (oops, wrong year) $8537.40 for 2020.....not both spouse's
I can't tell if you are adding together both spouse's W-2 box 4 values or not.....can't do that.

IF one of you had multiple employers, such that box 4 totaled more than the individual Max, then yes, amending 2020 taxes could/should result in some $$ back.
