If you had the Recovery Rebate Credit on Line 30 of your 2020 federal tax return Form 1040, the credit will be included in the federal tax refund, it is not a separate refund.
If you are referring to the third stimulus payment, that is under the control of the IRS and is not part of the 2020 tax return Recovery Rebate Credit.
