You do NOT amend a return that has not been successfully filed.    If your 2019 return was rejected last year, then it is considered to have never been filed.   You may or may not need to fix something in the return, depending on the reason for the rejection, but you do not use the amend process.

 

If the rejection was due to something simple like the wrong prior-year AGI or PIN used to verify the return when efiling, then there's nothing to fix since you can no longer efile it.    You will have to print, sign, date, and mail the appropriate pages of the paper return to the IRS in postal mail.

 

Other reasons for rejection may or may not require a fix.

 

TurboTax Support can tell you the reason the efile rejected and if anything needs to be fixed before you print, sign, date, and mail it to the IRS.
