Did you try entering 0 for the AGI? The IRS took a long time to process 2019 so they didn't enter the AGI in time to check.
You did not pay to efile. The Turbo Tax fees are to prepare the return whether you efile or print and mail. Efiling is free. Or did you use the Desktop program? There is a $25 fee to efile state which you can get refunded.
