Yes, you can file the state return with the correct information and then amend the federal. You are correct, she was not a FL resident, just working there temporarily. Claiming herself, she qualifies for the tuition credit and the stimulus that was missed.
You do not need to send the amended federal return to the state.
Once your return is accepted and the finances are settled, you can file an amended return.
