It means the IRS is still processing your return and they will give you a date for the refund to be released when they finish processing the return.the IRS hopes to process 9 out of 10 returns and 21 days or less however some may take longer. Since the IRS only started processing returns on the 12th of February the 21 day period has not yet passed. Check the IRS site every couple of days for a progress report.
