The local IRS office may be able to assist you with the issue of the return still being processed.
Whether or not your 2019 tax return is processed by the IRS will not affect your 2020 tax return or any federal tax refund.
There may be an issue when e-filing your 2020 tax return as the IRS may not have your 2019 AGI on file so the e-filed 2020 return may be rejected. In that case enter a 0 (zero) for the 2019 AGI.
