After you file

2019 return, e filed April 22, refund due me, nothing owed nor outstanding.  Penalties & interest will be due if I'm filing again as we are past the July 15 filing date, right?

If you have no taxes owed or are receiving a tax refund, there are no penalties for filing at tax return after the due date.  If your federal tax return shows Processing on the IRS website then your tax return was Accepted by the IRS - https://www.irs.gov/refunds

After the tax return has been Accepted by the IRS (meaning only that they received the return) it will be in the Processing mode until the tax refund has been Approved and then an Issue Date will be available on the IRS website.
