Sorry, I'm a fellow user, and I don't know anything about state installment plans.   Did the TurboTax program offer such?  They may have to be set up separately with the state; I don't know.

 

 I don't know if you want to file both returns and pay the state taxes later (likely late with penalty) or if you want a product refund like you originally asked.    To file a state return without paying the state taxes due,  you would indicate that you intend to pay the state taxes by "check."   That at least lets you get past that section and continue on to efile.   Then you can later pay by a different method of your choice outside of TurboTax or check with the state about installment plans.     With that approach, you'd likely receive a late payment penalty, but not a late filing penalty if efiled/postmarked today.    Otherwise, if not timely filed, there can be late filing penalties and late payment penalties.   Some states also allow one to pay taxes electronically at their websites.
