After you file
Why have you not amended the state return yet? Sounds like you have it complete since the information is transferring to 2019 and maybe just haven't mailed it in yet?
If you go ahead and do the amendment now, you can continue with your 2019 return using the amended state tax liability for last year that is populated. I don't know what state you are filing, so this may or may not even be an issue, but if it is a state where last years tax liability is used for current year calculations, you don't want to have to amend 2019 after you file your 2018 amendment, so I would go ahead and file the 2018 amendment now and continue filing your 2019 with the amended number.
