Unless a few very specific situations apply to you (they don't), no live assistance is available from the IRS at this time. They haven't given a date when live help will resume, nor when TACs (Taxpayer Assistance Centers) will reopen. Most communities have some form of social assistance available, and there are some excellent additional unemployment benefits that have been enacted. And you'll receive the stimulus (assuming you qualify) after your taxes are done processing. If it says "Processing", then it means just that; they're still working on it. If the tool says "Still processing", then there's a very good chance the IRS needs additional action on your part, and you'll (eventually, things are at a virtual standstill at the moment) receive a letter from them explaining what you need to do next.
