This is mainly a user a community forum, and I'm a fellow user of TurboTax.  While both are offered by Intuit, the Turbo Visa Debit Card has its own customer support separate from TurboTax Support.

If you are unable to reach a live agent at the Card's customer support, there is a way to report a card that was never received.   Instead of entering a card number or SSN, if you keep listening one of the options is to "report a card lost, stolen, or never received."    If that's what you want to do, then choose that option, then you'll get a new menu.  Listen to all of it, and I presume it will ask you to report one "never received."  I'm not sure what all happens after that.   It may cancel that one and send a new card to the address they have on file for you (assuming you have not changed your mailing address.)   It might be best to speak to a Turbo Visa Card agent, but I don't know how/if you can reach one other than by trying through the link I provided above.  Some people say they reach a live agent, but I'm not sure exactly how they're doing it, possibly with the 16-digit number.

 

Otherwise, phone TurboTax Support and complain about the Turbo Card's customer support system.  Tell them you can't reach a live agent at the Turbo Visa Card, and ask them to advise you on how to do so.
