You shouldn't have to pay. If you used the Free Edition when filing for 2018, you "may" be asked to register for a 2019 product before being able to access your prior years' returns. The TurboTax FAQ linked below should instruct you on accessing a prior year's return. Please post back if you continue to have difficulty.
