Did you work in 2019 (or 2018)? If you didn't have any income you don't have to file a tax return and you can not efile a return with zero income on it. Don't know how they will be sending the extra money to people that haven't filed.
If you only get Social Security they will use your Social Security Account and you don't have to file a return.
