TurboTax is not connected to the IRS or state department(s) of revenue refund tracking tools. Both refunds are processed separately and different times, so you can get one before the other and that's completely normal.
Refunds can be issued in less than 21 days, but there are cases where it can take longer to process. As soon as the IRS approves your refund, the money gets electronically deposited to your card.
