Which does not have a Data & Privacy tab like the instructions say.
Then someone in TurboTax screwed up linking that account to the instructions for registering a 2019 account before you can download a prior year account. This probably has to do with the new California regs concerning privacy.
Best to contact TurboTax support as soon as possible.
