After you file

You can use TurboTax if you need to prepare a 2019 return, but you will not be able to transfer any of that old data in to a 2019 return. You can only transfer data from a 2018 return in to a 2019 return.

You said "the last year I filed taxes was 2013"--does that mean you did not need to file a return or that you had income and for whatever reason failed to file your tax returns?  You can only use TurboTax software to prepare returns as far back as a 2016 return.  For 2016 through 2018 returns you can purchase and download the desktop software for a full PC or Mac and prepare the returns, which have to be mailed in separately from each other.  For 2014 or 2015 returns you could get the paper forms from the IRS and prepare them by hand to mail in.

To file a return for a prior tax year

If you need to prepare a return for 2016, 2017, or 2018 you can purchase and download desktop software to do it, then print, sign,  and mail the return(s)

Remember to prepare your state return as well—if you live in a state that has a state income tax.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.

Note:  The desktop software you need to prepare the prior year return must be installed/downloaded to a full PC or Mac.  It cannot be used on a mobile device.

Of course, if you should have been filing and are really that many years behind in filing your tax returns, it is probably a better idea for you to seek good local paid professional tax help to sort through those years of not filing returns and getting all of your documents organized.
