The system is currently in transition from 2018 to 2019; you cannot get PLUS at this time to access past returns. The change will be complete sometime in December, and then you will be able to purchase PLUS or start a new 2019 return in order to gain access to prior year returns.
Meanwhile, please refer to the answers already in this thread that provide information about getting old returns and transcripts.
