A Form 1095-B is not entered on a tax return. If you did not receive a Form 1095-A and never had health insurance through the Marketplace then there would be no reason to have a Form 8962.
Contact the IRS if you did not have health insurance through the Marketplace during 2018 as they probably have incorrect information concerning your insurance.
