If you do have income that needs to be reported in a Federal tax return, then TN does have something called a "Hall Tax" for taxing interest and dividends for some taxpayer situations, and TurboTax does support the preparation of those forms.

Thus, if you are below the TN filing requirements, TurboTax essentially tells you that you don't need to prepare a TN tax return.  The notice is there so that those who use the higher versions will not be forced to use & pay for the TN software.  IF you want to see the TN paperwork anyhow, I guess you would have to use the Print Center, and make the selection to save a PDF with all the forms and worksheets...it might be in that copy   

 

Generally speaking, users who have to use Deluxe or higher versions would have to buy the TN software in order to see TN sheets, and they normally wouldn't want to pay the extra $45 for unneeded forms.  Not sure what happens with the "Free" software & how those users would force the TN forms to print.   The desktop tax software users can force the state forms to print, even if below the filing level...but not sure whether Online software users can do so.
