After you file
Your actual first contacts should be with the State of MD tax department. A phone number should be showing on their letter so you can start a conversation with them next week. It's possible that they just need to see paper copies of your original 1099-R tax forms that show the state withholding ( "copies", you need to keep the originals).
In some cases, the pension providers that are "supposed" to send out separate copies electronically to the state are late in doing so, or have had some computer errors on their end such that the state didn't get the details of those withholding payments, or who the withholding was for, and the paper copies from you clear up the miscommunication.
IF the MD tax department can't clear it up that way, or becomes obstinate.....then you contact your state reps....
